Passage in inverted commas in Secretary

Salaries Commission's note to Colonial Secretary

contains full text of paragraphs 181 and 183

with slight amendment and a few lines in the ·

middle from paragraph 182. I presume therefore

intention is to substitute this paragraph for

existing paragraph 181 and to delete existing

paragraphs 182 and 183. This will involve

consequential amendments in paragraph numbering,

index, etc.

If the Commission desire this

alteration and you see no objection to it, I

would raise none. But I suggest it be further

considered whether the phrase at beginning of

paragraph 182 quote we were not able to accept

all the conclusions drawn from these surveys

unquote or phrase of similar meaning should not

be included. I also suggest that, in order to

put the matter on a proper basis, the Chairman

of the Commission should be asked to address to

you,
